Google is making it easier to be reconsidered and identified if your website was penalized for a manual web spam action. Google forgives.
The Manual Actions viewer can be found now in Google Webmaster Tools. The new features helps webmasters identify if their website is being punished for bad behavior. It is very similar to the email notifications that Google currently shoots out if manual actions are taken against a website.
Currently, less than 2% of web domains in Google's index are removed due to spam concerns. For those affected, there are two categories of results in the tool: Site-wide matches and Partial matches, which identifies punishment for things like: hidden text and/or keyword stuffing or thin content.
Google is also making it easier to get reconsidered for the index with a new “Request a Review” button. These tools certainly will help webmasters who may not have bad intentions but lack best-practices when it comes to website marketing and content.
